Use this DTD for validating EBT stylesheets with no entity
declarations. If using EBT tools, the public identifier will be
resolved in the default.cat file. If using another SGML validator,
use the stysheet.cat file.
If there are any entity declarations in the stylesheet, use the file
"stysheet.ent"; see the comment at its top for further instructions.
If using an SGML parser that defaults to the reference concrete
syntax, use the "stysheet.dcl" SGML declaration.
